Maryland's 2025 law is deliberately narrow — the legislature considered a licensing bill and rejected it, choosing disclosure instead. Before entering a contract, a wholesale buyer must disclose in writing to the owner that it may assign the contract. Before assigning, the wholesale seller must disclose in writing to the assignee that it holds an equitable interest and may not be able to convey title. Scope: owner-occupied residential property of no more than 4 single-family units only; contracts must comply via Real Property § 14-117(e)(24).
